Am I supposed to be missing the SIM card?

I just opened my daughter’s phone to get it ready to wrap for Christmas. I can’t activate it without the SIM card which was not in the box and something I assumed would already be in the phone with the memory card. Has anyone else dealt with this?

    My daughter's phone has a SIM card, but it says it does not...what do I do?
